Don CorrellChief Executive Officer and Co-Founder
Don is the rare corporate executive who has one foot planted firmly in the elevated world of corporate strategy and governance and the other foot rooted in the nuts and bolts of water system finance and operations. He serves as chairperson of the JV Company and operating committee that are created with the signing of each concession agreement. He brings a blue-chip sensibility to the running of these concession entities as well as the ability to ask probing, detailed questions designed to elicit the best solution for the water system and its customers. Outside of work, he can be found in Florida, strolling along his beloved Gulf of Mexico beach.
In addition to being the chief executive officer and co-founder of Water Capital Partners, Don serves as the chairman of the board for two Fortune 1,000 companies: Encompass Health, the largest owner and operator of rehabilitation hospitals in the United States and New Jersey Resources which provides natural gas and clean energy services. Don has a deep background in water including having served as:
- President and chief executive officer and a director of American Water Works Company, Inc., the largest and most geographically diversified provider of water services in North America
- President and chief executive officer of Pennichuck Corporation, a publicly traded holding company which, through its subsidiaries, provides public water supply services, certain water related services, and certain real estate activities, including property development and management
- Chairman, president and chief executive officer of United Water Resources, Inc., a water and wastewater utility company
- Independent advisor to water service and investment firms on issues relating to marketing, acquisitions, and investments in the water services sector

An inveterate optimist and master problem-solver, John is an expert at structuring public-private partnerships to create a seamless solution for governmental and community leaders struggling with aging water systems and heavy debt burden. Uniquely, he has hands-on operating experience as a municipal official, and as a corporate executive for private municipal service providers.
John brings the voice of the customer to every aspect of developing and managing PPP concession agreements. He is a virtuoso at transforming a disparate group of stakeholders and partners into a cohesive team to revitalize customer water systems. Water is never far from his thoughts. When not masterminding the latest PPP concession agreement, he can be found boating off the shores of Maryland or on the lakes of New Hampshire.
Johns comes to WCP with over 30 years of senior management experience in public use infrastructure project development, financing, construction, and operation including as:
- President of Inashco North America, Inc (now the Blue Phoenix Group) where he led the startup and rapid growth of a European based company that recovers non-ferrous metals from waste-to-energy facility ash.
- President of Infrastructure Management Group, a nationally recognized advisory firm in the aviation, transportation, and utility sectors that provides management solutions and creative financing for public-use infrastructure.
- Chief Marketing Officer for one of the biggest U.S. water companies where he led the development of groundbreaking public-private partnerships in the water industry.
- Vice President of Project Development for an independent power company active in the U.S. and Asia where he led project development and bidding consortiums.
- President and CEO of a small cap public company that permitted, constructed, and operated municipal waste-to-energy facilities, recycling facilities, and landfills.

Dan SugarmanManaging Director
With PPP agreements, the devil is in the details and Dan is the ultimate detail wrangler. He soldiers through complex financial models to arrive at the optimal financial arrangement for all stakeholders. As a mechanical engineer and long-time water service employee, he has an uncanny ability to make stakeholders understand how the numbers will play out in real world operations. Having engineered the details of the agreement, he is uniquely qualified to ensure the operational commitments, contract terms, and financial goals are met using WCP’s methodical and transparent processes. Outside of work, Dan has never met a boat he didn’t like and is an avid kayaker and outdoorsman.
Dan has over 30 years of hands-on experience in the environmental services sector including as:
- Vice President of Marketing & Strategy at United Water/Suez where he led the company's efforts to close a PPP transaction in the City of Bayonne, NJ and served on the R+I Alliance charged with researching commercially relevant technologies.
- Vice President of Metering Services Inc, a company dedicated to promoting automatic water meter reading, now the industry norm.
- A director with a broad portfolio of positions in water utility engineering, operations, finance, and business development.
